The Ministry of Housing and Urban Affairs (MoHUA) shared the progress of the Smart City, AMRUT and Pradhan Mantri Awas Yojna projects on Tuesday through video conference. Chaired by Hardeep Singh Puri, Minister of State (Independent Charge), MoHUA, the video conference saw participation of project officials across 29 states and union territories.
During the conference, Puri appreciated the Haryana government for launching two real estate regulatory authorities. As per reports, Haryana is the first state in the country where two real estate regulatory authorities have been created to address the problems related to housing.
Anand Mohan Sharan, Secretary, Urban Local Bodies Department and Sameer Pal Srow, Director General attended the conference representing Haryana.
AMRUT Projects in Haryana
Under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme, 20 cities (18 ULBs) of Haryana namely Gurugram, Panchkula, Ambala City, Ambala Sadar, Yamuna Nagar, Jagadhari, Karnal, Hisar, Rohtak, Faridabad, Panipat, Kaithal, Rewari, Bhiwani, Thanesar, Sonepat, Bahadurgarh, Palwal, Sirsa and Jind have been covered.
As per the Guidelines of the Ministry of Urban Development, administrative approvals are given by State Level High Powered Steering Committee (SHPSC) constituted under the Chairmanship of Chief Secretary. Technical approvals and approval of rates are accorded by State Level Technical Committee (SLTC) constituted under the chairmanship of Principal Secretary, Urban Local Bodies.
According to the officials, the State Annual Action Plan (SAAP) was prepared for Rs 2565.74 crore, which would be completed in three phases. A provision has been made of Rs 643.77 crore for drinking water supply, Rs 1513.17 crore for sewerage system, Rs 375.2 crore for storm water drainage, Rs 32.20 crore for green space and park.

Under the Urban Transport, intracity bus service in Gurugram and Faridabad on PPP mode is in progress. As many as 75 buses are plying in Gurugram and order has been placed to purchase 200 buses. In Faridabad, 90 buses are taken under the first phase and after this, 575 more buses will be purchased.
“After the implementation of AMRUT Mission, the 3.26 lakh water supply connections and 5.24 lakh Sewerage connections would be provided in AMRUT towns. In total, 29 STPs of 207 MLD would be installed in seven cities. Apart from this, the Storm Water Drainage System will be enhanced and facilities like Green space and Parks would be made available,” said Sharan. He also added, “Detailed Project Reports amounting to Rs 2433.64 crore have been approved and works amounting to Rs 2354.37 crore have been allotted. Under this scheme, the Department will spend Rs100-150 crore per month.”
Referring to the reforms in the AMRUT Yojana, he said that Haryana has implemented 34 out of 54 reforms and has partially achieved 20 reforms. All the reforms are likely to be implemented by March 2020.
Smart City Projects underway in Haryana
Regarding the Smart City Mission, Sharan said that the Central Government had selected Faridabad city in the second round and Karnal in the third round. The state and the Central Government jointly initiated to make Gurugram a smart city.
Sharan mentions that under the Smart City Scheme, Faridabad Smart City Limited has two components including Area Based Development (ABD) and Pan City Proposal.
He said there are 45 projects worth Rs 2552.49 crore, of which Rs 595.87 crore projects are under implementation and two projects worth Rs 2.6 crore have been completed. Work on other projects is under progress.
Some of the important projects undertaken in the Faridabad Smart City project include CCTV cameras, Internet, optical fibre, development of slums, smart villages, smart urbanisation, smart roads, restoration of Badkhal lake in Faridabad and smart surface parking.
“Under Smart City Scheme, there would be high tech features such as smart toilets, open air gym, water harvesting system and integrated control command system,” he said.
There are 57 projects worth Rs 1171.83 crore for the Karnal smart city. These include 40 Area Based Development Projects and 17 Pan City Proposals. Sharan states that five projects worth Rs 11.15 crore have been completed and seven projects worth Rs 88.87 crore are being executed and the work on other projects is under progress.
Regarding the Gurugram Smart City, he said that Gurugram Metropolitan Development Authority has installed CCTV cameras at a cost of Rs. 40 crore in Gurugram.
“GIS mapping has been done to correctly implement schemes in Gurugram and Integrated Command and Control Centre is being created at the cost of Rs 62 crore and its work will be completed in two months,” he said.
Sharan also mentioned that free optical fibre is being laid by four major companies in Gurugram and the fiber will be laid in the 600 km area, of which fibre has been laid in 220 km.
Pradhan Mantri Awas Yojana in Haryana
Highlighting the aspects of the Pradhan Mantri Awas Yojana, Sharan said that subsidy of Rs 2.50 lakh is given to the beneficiary of private house construction, of which Rs 1.5 lakh is given by the Central Government and Rs 1 lakh by the State Government for construction of new house whereas Rs 1.50 lakh is given by the Central Government for the expansion of the house.
For affordable housing, Rs 1.50 lakh is given by the Central Government and Rs 1 lakh are given by the State Government. He said that “In situ” Slum Redevelopment-Using land as a resource with private participation, Rs 1 lakh is given by the Central Government and Rs 67,000 by the State Government.
“Under the Credit Link Subsidy Scheme, 16,598 cases have been sent to various banks, of which Rs 350 crore has been released in 2,755 cases. Similarly, Under BLC vertical, against approved 67,411 houses and 342 EWS houses have been completed, and 3,661 houses are in progress,” Sharan said.
